Electrical Engineer

JOB PURPOSE: The Electrical Engineer will be accountable to supervise a team of maintenance foremen/technicians and support staff to fulfil the day-to-day electrical maintenance activities at the power and desalination plant. In addition to supporting the management of the major outages of the plant through the provision of a gas turbine long-term service agreement, ensuring that the plant meets Safety, Environmental, availability, reliability, efficiency, and budgetary targets. KEY ACCOUNTABILITIES: Description Performance Indicators Safety at Work Ensures the compliance of IMS. Ensures a safe working environment for himself, his colleagues and contractors while working on any equipment Obtains a Permit to Work for each job as necessitated by the safety and associated Procedures Ensures all Method Statements Work Instruction and Procedures are followed by himself and Contractors while undertaking any work Ensure that all appropriate tools are available to ensure work can be carried out safely on equipment Supervises Electrical Technicians and Contractors to ensure Safety Rules and HSE procedures are followed Reports any unsafe conditions/unsafe acts in accordance with procedure Shall possess valid driving license or attain driving license before end of the probation period Continuous on-the-job application of safety rules and HSE procedure Frequency of Safety Incidents and near misses. Lost Time Injury Frequency Rate (LTIFR). No HSE compliance breaches. Audit Outcomes Maintenance Task Planning and Execution Plan, execute, and oversee preventive, predictive, and corrective maintenance in addition to Project Execution and upgrades for electrical systems and equipment. Ensures maintenance tasks are completed by the Technicians as per Work Orders generated in CMMS Ensures work done notes on maintenance carried out is documented in CMMS Produce reports as necessary on any maintenance activity Plans for and ensure that maintenance of all electrical equipment is in accordance with OEM manuals and best practices for the equipment Along with the Section Head Electrical, ensures electrical maintenance planning is correctly scheduled so that all equipment is maintained as per recommended intervals Reviews Electrical Maintenance Procedures/practices and suggests where they can be improved Ensure all time readiness for any kind of audit Review and analyze maintenance reports, test results, and recommend improvements. Closed out Work Orders; Achieve Maintenance KPIs Efficiency at work. Quality of Work. Quality of reports. No NCRs/No observations in any kind of audit as per set maintenance practices Equipment Failure Trouble Shooting and Repair Supports the 24-hour operation by being regularly available for call-out at short notice Attempts at all possible means of reducing equipment downtime and ensuring high plant availability Performs trouble shooting activities as necessary to determine failure conditions and rectifies defects found Records and reports to the Section Head-Electrical all rectification jobs undertaken Generate reports of equipment failures Performs Root Cause Analysis of Failures/Potential Failures Works with Plant Operations Personnel for resolving problems encountered with electrical equipment. Efficiency troubleshooting RCA and follow-up action Completion of Incident Reports with implementation on action plan Reporting and Planning and Budgeting Discusses planned and unplanned jobs undertaken with the Section Head-Electrical Works with the Section Head-Electrical for outage planning and execution Assists the Section Head-Electrical in planning and budget preparation processes. Accuracy of outage planning Accuracy of forecast budget Spares, Consumables and Use of Tools and Equipment Ensures adequate inventories of spares and consumables are maintained Places requisitions for purchase of required spares and consumables Ensures necessary tools and equipment is available to all Technicians Ensures appropriate certification of all tools is done on a routine basis Ensures all tools and equipment are appropriately maintained and are in good working condition Downtime due to unavailability of necessary spares and consumables Condition and quantity of available tool and equipment Provision of technical advice: Delivers technical advice to colleagues and Contractors to ensure safety and the proper execution of Plant Maintenance Practices Applies engineering knowledge and skills to review and update task lists for equipment. Implement initiatives to address inconsistencies in CMMS scheduling, practices and documentation. Quality and accuracy of documentation Staff Development: Coaches electrical Technicians on a range of electrical equipment, Safe Work Procedures and Operational Techniques to ensure proper execution of Plant Routines Support development of Saudi Nationals through technical training and mentorship Prepares and delivers Technical Training on a range of subject matter. Skill of Technicians and quality of work Staff feedback Development and growth of Saudi Nationals CORE COMPETENCIES: Technical Lead a team of electrical technicians/foremen and support staff to fulfill the day-to-day electrical maintenance activities at the power and desalination plant. Practical knowledge of major electrical component maintenance associated with GT, ST HRSG in combined cycle configuration and desalination processes. Good electrical engineering foundation and practical knowledge of modern power plant and desalination plant technologies Strong understanding of Health, Safety and Environment management systems, Quality assurance and Safety rules. Ability to recognize safety issues and hazards to personnel, and to act on own initiative in preventing incidents Assists to manage all electrical maintenance activities associated with defect and planned maintenance programs, through a team of site based engineers, technicians with support from contract staff. Assists in development of the short- and long-term electrical maintenance strategy for the plant and equipment the development of the electrical maintenance team to support that strategy. Day-to-day management of electrical maintenance activities in accordance with OEM manuals, best practices, company procedures and any legal/contractual requirements Ensure that the plant meets Safety, Environmental, availability, reliability, efficiency, budgetary targets whilst complying with legal and contractual requirements. Assists to establish the appropriate procedures and computerized electrical maintenance management processes as applicable to prudent engineering standards. Organizing spares, tools and equipment to carry out electrical maintenance activities Performs trouble shooting activities as necessary to identify failure conditions and rectifies defects found. Ensures maintenance tasks are completed by the Technicians in accordance to Work Orders generated in CMMS. Discusses with the Section Head-Electrical planned and unplanned jobs undertaken. Supports the Section Head-Electrical for outage planning and execution Assists the Section Head-Electrical in planning and budget preparation processes. Ensures work done notes on maintenance carried out is documented in CMMS Ensures adequate inventories of spares and consumables are maintained by close coordination with procurement team Places requisitions for purchase of required spares, tools and consumables Drive motivation and leadership of colleagues and subordinates Acts as a mentor and recommends the appropriate training for the electrical Technicians/foremen Knowledge of international health & safety working practices Computer literacy Good command of written and spoken English.
