LEAD PROPOSALS / LEAD ESTIMATOR Location: Lusail, Qatar Company: Descon Engineering Qatar LLC Position Type: Full-Time | Long-Term Location: Lusail Descon Engineering Qatar LLC is seeking an experienced and highly motivated Lead Proposal Engineer / Lead Estimator to join our growing team. The successful candidate will play a key role in securing major Oil & Gas Maintenance, Shutdown, Turnaround, Brownfield, and EPC projects by leading the entire proposal and estimation process from bid evaluation to final submission. Key Responsibilities ✅ Review and analyze tender documents, ITTs, RFQs, contracts, and client requirements. ✅ Lead the preparation of technical and commercial proposals for Oil & Gas maintenance, shutdown, turnaround, and brownfield projects. ✅ Develop comprehensive cost estimates including: Manpower requirements Equipment utilization Subcontractor costs Material take-offs (MTOs) Consumables and logistics costs Indirect and project overhead costs ✅ Coordinate with engineering, operations, procurement, planning, HSE, QA/QC, and commercial teams to develop competitive bid strategies. ✅ Attend site visits, pre-bid meetings, tender clarification meetings, and client presentations when required. ✅ Evaluate project risks and opportunities and incorporate mitigation strategies into proposal submissions. ✅ Prepare resource loading plans, project execution methodologies, schedules, and technical write-ups. ✅ Obtain quotations from suppliers and subcontractors and perform commercial evaluations. ✅ Review and negotiate scope deviations, qualifications, assumptions, and commercial terms. ✅ Maintain and update estimation databases, historical cost records, and benchmarking data. ✅ Ensure proposals are compliant with client specifications, company procedures, and tender requirements. ✅ Support management during bid reviews and approval stages. ✅ Participate in handover meetings with project execution teams upon award of contracts. Minimum Requirements ✔ bachelor’s degree in Mechanical engineering ✔ Minimum 4-8 years of experience in Proposal Engineering / Estimation within the Oil & Gas industry. ✔ Strong experience in: Maintenance Contracts Shutdowns & Turnarounds Brownfield Projects Plant Services Static & Rotating Equipment Maintenance Piping, Mechanical & Fabrication Works ✔ Proven experience handling tenders from major Oil & Gas operators and EPC contractors. ✔ Strong understanding of project execution methodologies, productivity norms, and cost control principles. ✔ Excellent knowledge of commercial tendering, contract requirements, and bid preparation processes. ✔ Proficiency in Microsoft Excel and estimation tools. ✔ Strong technical writing, analytical, negotiation, and presentation skills. ✔ GCC experience, particularly in Qatar, will be highly preferred.
