Listing details, as published by the source
Saudi BioClean is a Saudi company being established in Jeddah to provide specialist contamination control, environmental monitoring and verification for healthcare environments. We are in our establishment phase and building our first team.
This is our first HR hire. You will set up the people and government-relations side of the company from the start: registering us on the government platforms, hiring and onboarding our technical team, keeping every employee's file compliant, and protecting our Nitaqat (Saudization) status as we grow.
Key responsibilities
Government relations and compliance
* Set up and manage the company's accounts on Qiwa, GOSI, Muqeem, Mudad and the Ministry of Human Resources and Social Development (MHRSD) platforms.
* Track our Nitaqat band and plan hiring to keep the company in a compliant band as headcount grows.
* Handle work visas, iqama issuance and renewal, exit/re-entry visas, and transfers of sponsorship for expatriate specialists.
* Register employees with GOSI and keep contributions and records accurate.
* Follow up transactions in person at government offices and the Chamber of Commerce when needed.
* Keep a calendar of every licence, registration and permit renewal, with reminders well before deadlines.
Recruitment and onboarding
* Post roles, screen candidates and coordinate interviews with the founders and the Technical Director.
* Prepare offer letters and employment contracts in line with the Saudi Labor Law, and authenticate them on Qiwa.
* Run onboarding: medical checks, ID and access, induction, and the paperwork new staff need before starting work.
* Support recruitment of international specialists, from visa quota to arrival.
HR operations
* Build and maintain a complete personnel file for every employee.
* Prepare monthly payroll inputs and submit wage files through Mudad under the Wage Protection System.
* Track attendance, leave, end-of-service benefits and contract renewals.
* Arrange and manage medical insurance for employees and dependants.
* Draft the first HR policies and the employee handbook with the COO.
Training records and reporting
* Keep training and competency records for technical staff. Hospital clients and auditors will ask for them.
* Report monthly to the COO on headcount, Nitaqat status, upcoming renewals and open issues.
Requirements
Essential
* Saudi National.
* Bachelor's degree in Human Resources, Business Administration or a related field.
* 3+ years in HR and government relations in Saudi Arabia, ideally setting up these functions for a new or small company.
* Hands-on experience with Qiwa, GOSI, Muqeem and Mudad.
* Working knowledge of the Saudi Labor Law, Nitaqat and the Wage Protection System.
* Fluent Arabic and good written and spoken English.
* Valid Saudi driving licence and willingness to visit government offices.
Advantage
* Experience in healthcare, facilities, pharmaceutical or other regulated sectors.
* Experience recruiting expatriate technical specialists.
* An HR certification such as SHRM-CP, CIPD or a Saudi HR certificate.
What we look for
* Organised and reliable with deadlines: a missed renewal stops work.
* Comfortable building systems from scratch in a small team.
* Discreet with personal and salary information.
