Description
Behind every transformative infrastructure project is a network of people, systems, and ideas working in sync.
We are a leading buildings, infrastructure engineering and advisory firm with over 90 years of experience across Africa and the Middle East. While our work shapes physical infrastructure, from schools to stadiums, dams to bridges, it is powered by the strength of our people and the systems that support them.
We are looking for curious, organised graduates who want to build a career at the point where engineering design meets regulation, and who are ready to learn how major projects move from drawing board to approval.
About the Role:
As a Graduate Authority Liaison Engineer, you will support our Authority Liaison and NOC team in securing NOCs, building permits, and regulatory approvals across UAE projects. Working alongside experienced engineers and NOC Managers, you will learn how local authority processes work, help prepare and track submissions, and build the technical and relationship skills needed to grow into a full Authority Liaison role. This opportunity is part of our Emiratisation programme and is open exclusively to UAE National graduates.
Key Responsibilities:
Permit Submission and Approval Support:
Assist in preparing NOC and building permit submissions under the guidance of senior team members.
Follow established procedures for submissions and help keep documentation complete and accurate.
Maintain and update the NOC and approvals tracking database.
Attend authority meetings, site visits, and inspections alongside senior colleagues to build hands-on understanding.
Regulatory Compliance:
Help review design drawings against local authority regulations and UAE codes, with oversight from experienced engineers.
Research and summarise regulatory updates and technical requirements for the wider team.
Support the team in responding to authority comments and resolving technical queries.
Stakeholder Engagement:
Build working relationships with project teams, clients, and authority contacts.
Communicate authority requirements and feedback to project teams clearly and promptly.
Help organise internal awareness sessions and knowledge-sharing on regulatory standards.
Documentation and Reporting:
Prepare reports on approval statuses, requirements, and timelines.
Track submissions against programme deadlines and flag potential delays to senior team members.
Support NOC Managers in preparing project briefs and approval strategies.
Process Improvement:
Bring a fresh perspective and suggest ideas to make approval processes more efficient.
Help maintain templates, checklists, and standards for submissions.
Qualifications:
Bachelor’s degree in Architecture, or a related field (recent graduates and final-year students welcome to apply).
Working knowledge of AutoCAD and Microsoft Office; familiarity with Revit, 3D modelling, or Photoshop is an advantage.
An interest in building regulations, codes, and approval processes. Prior knowledge of UAE regulations is desirable but not essential, as full training will be provided.
UAE National (Emirati) with a valid Family Book (Khulasat Al Qaid).
Experience:
0–2 years of experience. Internships, placements, or university projects in design, construction, planning, or consultancy are a plus.
Exposure to report writing, technical documentation, or coordinating with multiple stakeholders (through study, work, or extracurricular activities) is beneficial.
Skills and Attributes:
Clear, confident communicator with a professional, presentable manner.
Highly organised with strong attention to detail and a commitment to deadlines.
Curious, proactive, and eager to learn, with a willingness to ask questions and take ownership.
Team-oriented with a positive, results-focused attitude.
Interest in, or understanding of, UAE culture and the regulatory environment. Arabic language skills are an advantage.
