Test Manager | National Digital Services Programme | Doha, Qatar 6-month contract, then permanent | Onsite A government ministry in Qatar is building a national citizen-facing super app. It brings services from many government and private-sector bodies into one mobile app. Each release is tested at several levels by different parties. We need one person to make those levels work as a single, joined-up process. As Test Manager, you will own the test process for the app: the plan, the standards, the evidence and the reporting across all test levels. The delivery vendor runs unit, integration, end-to-end and regression testing, and you set what it must test and show. Your main focus is user acceptance testing (UAT) and the hand-over between levels, so that nothing is tested twice and nothing is missed. You will lead the client’s UAT testers and report to Programme Management. What you’ll do Define the test levels, with entry and exit criteria, and keep one test plan per release Agree what the vendor tests and what evidence it hands over, review its results before UAT starts, and send work back when the evidence falls short Work with the vendor and the hosting team so test environments and masked or synthetic test data are ready on time Own the regression pack: decide what is automated and what is manual, keep it current, and make sure it runs before every release Make sure end-to-end tests cover complete user journeys, including payments and connections to partner systems Plan and lead UAT for each release, and support the representatives of partner organisations as they test and sign off their own services Run one defect process across all levels: severity definitions, triage with the vendor and Product Owner, and closure with evidence. Analyse defects that slipped through and tighten the tests. Report test status in plain figures, with a readiness recommendation for each service Give the Change and Release Manager the test evidence for each release Support go-live readiness and the first limited release to real users What you’ll bring 7+ years in software testing, including at least 3 years as a test manager or test lead covering more than one test level, on a system delivered by two or more suppliers A strong record writing test strategies and plans, and judging when testing is complete enough Experience planning and leading UAT with business users who are not professional testers A sound grasp of test automation and CI/CD. You can judge a supplier’s automation; you don’t need to write the code. Testing experience with mobile apps (iOS and Android), web services and APIs Jira or a similar tool (Xray, Zephyr, Azure DevOps Test Plans) Experience leading testers and getting results from several suppliers and organisations with different priorities Clear written and spoken English, including reports for non-technical readers A bachelor’s degree in computer science, IT, engineering or a related field Nice to have Testing government, regulated-sector or payment services ISTQB Foundation or Advanced Test Manager Arabic Onsite at the client’s premises in Doha Extended or weekend hours may be needed in the weeks before go-live The role involves confidential government test data Interested?
