PMIS Manager

Hill International is seeking an experienced PMIS Manager to lead the implementation, administration, configuration and integration of project management information systems across major construction and infrastructure projects. As the PMIS Manager you will coordinate PMIS requirements across document control, planning, commercial, project controls and digital delivery teams, ensuring reliable systems, consistent data structures and evidence-based reporting for project, program, portfolio and client leadership. Roles and Responsibilities PMIS Implementation & Administration Lead the implementation, administration, and configuration of Oracle Aconex and integrated PMIS platforms, including Primavera P6, Primavera Unifier, and related enterprise systems. Configure and manage Aconex modules, including: Document Management and Document Control. Workflows, Reviews, and Approvals. Mail, Correspondence, and Transmittals. Cost Management and Cost Control. Field Management and Inspection Processes. Packages, Forms, and Reporting. Configure and optimize the Aconex Cost Module, including cost workflows, variations, payment approvals, and financial tracking, where supported by the deployed solution. Systems Integration & Configuration Lead integration between Oracle Aconex, Primavera P6, Primavera Unifier, and other project and enterprise systems. Integrate schedule, cost, document, workflow, and performance data to support project, program, and portfolio management. Manage system interfaces, API integrations, data mapping, and automated synchronization, in coordination with IT and application owners. Coordinate PMIS requirements across document control, planning, commercial, project controls, and digital delivery teams. Manage user permissions, access controls, organizational structures, system settings, and project-level configurations. Ensure PMIS configurations and workflows meet client requirements, contractual obligations, and project governance standards. Information Management & Data Governance Manage information lifecycle controls covering creation, review, approval, retention, retrieval, and archiving. Establish consistent data structures, quality checks, and reporting standards across projects, programs, and portfolios. Ensure compliance with information security requirements, cybersecurity standards and applicable regulatory requirements. Comply with Hill International’s applicable quality, environmental, health and safety, information management, and BIM policies and procedures. Document PMIS configurations, procedures, lessons learned, and knowledge-sharing guidance. Reporting, Dashboards & Decision Support Extract, validate, and transform Aconex and P6 data to develop automated Power BI dashboards and reports using SQL, Power Query, and other appropriate tools. Provide program and portfolio leadership with consolidated cost, schedule, workflow, risk, and KPI reporting. Prepare and maintain executive dashboards and management reports for project, program, portfolio, and client leadership. Promote consistent use of integrated PMIS data to support timely, evidence-based decisions. Leadership, Support & Continuous Improvement Identify and implement PMIS process improvements, integration opportunities, and reporting automation. Lead PMIS administrators and technical support resources, and coordinate with document control and project controls teams. Monitor PMIS adoption, data quality, and workflow performance; implement corrective improvements. Coordinate with Hill regional technical teams to resolve system issues and maintain reliable project information. Qualifications, Experience, Knowledge and Skills: Bachelor’s degree in engineering, Information Technology, Computer Science, Project Management, or a related discipline. Minimum 10 years of relevant experience, including substantial hands-on PMIS implementation and administration experience. Extensive experience implementing and managing information management frameworks on large-scale infrastructure, construction, or program management projects. Advanced practical experience in Oracle Aconex administration, configuration, and Cost Module implementation. Professional certification in one or more of the following: Microsoft Cloud Solutions Oracle Cloud Architect Professional Oracle Cloud Operations Associate Cisco Specialist - Enterprise Core International Cyber Security Institute (UK) Network Security Specialist Scrum Foundation Professional Strong understanding of data governance, information architecture, records management and enterprise information systems. Experience with document management systems, common data environments (CDE), digital collaboration platforms and PMIS environments. Experience developing reporting solutions, dashboards and business intelligence tools including Power BI. Knowledge of information security standards, cyber resilience and data protection requirements. Experience managing document controls, multidisciplinary teams, consultants and contractors. Strong stakeholder management and communication skills with the ability to engage senior client representatives. Excellent verbal and written communication skills in English.
