Job Purpose We are looking for an experienced Special Systems Procurement Engineer to manage supplier and subcontractor sourcing, technical and commercial procurement, tendering, negotiations and contract administration for specialised electrical, instrumentation, mechanical and MEP systems. The ideal candidate should have strong experience in technical procurement within construction, infrastructure, industrial or engineering projects, with the ability to identify qualified vendors, evaluate technical and commercial proposals, negotiate contracts and ensure procurement activities align with project requirements and budgets. Key Responsibilities Identify, source and prequalify suppliers, manufacturers and specialist subcontractors for electrical, instrumentation, mechanical and MEP systems. Manage the complete procurement cycle, including RFQs, ITTs, tendering, technical and commercial evaluations, negotiations and contract awards. Source specialised equipment and systems, including PLC, SCADA, RTU, HVAC, chillers, pumps, industrial process equipment, EV charging systems, lifts, BMU and other project-specific engineering systems. Review technical specifications, drawings, BOQs, P&IDs and scope requirements before issuing procurement inquiries. Coordinate with Design, Technical, Site, QA/QC and Contracts teams to ensure technical and commercial compliance. Prepare and review quotation comparisons, bid evaluation reports, cost analyses and commercial recommendations. Negotiate pricing, payment terms, delivery schedules, warranties, scope of work and contractual conditions. Manage vendor prequalification, PQDs, technical submissions, material approvals and supplier onboarding documentation. Prepare, review and administer subcontract agreements, contractual correspondence, notices and procurement records. Monitor subcontractor performance, procurement schedules, contractual risks and costs against project budgets. Maintain supplier databases, procurement trackers, tender registers and commercial documentation. Required Skills & Qualifications Bachelor's degree in Mechanical Engineering, Electrical Engineering, Instrumentation Engineering, Procurement, Quantity Surveying or a related discipline. 5–7+ years of relevant experience in technical procurement, specialised systems sourcing, subcontract procurement or commercial administration. Experience in construction, infrastructure, industrial or engineering project environments is essential. Strong technical knowledge of electrical, instrumentation, mechanical and MEP systems and specialised engineering equipment. Hands-on experience in supplier sourcing, vendor prequalification, RFQ/ITT preparation, tender evaluation and commercial negotiations. Good understanding of BOQs, technical specifications, cost analysis, bid levelling and subcontract agreements. Familiarity with FIDIC and standard subcontract contractual conditions. Proficiency in MS Excel and working knowledge of ERP and project management platforms such as SAP, Oracle and Aconex. Strong negotiation, analytical, vendor management and stakeholder coordination skills.
