Role Overview
Central Planning is the planning authority for ParkPoint operations. It prepares and maintains the operating plan for every project, while the General Manager approves the plan and runs the operation.
The Central Planning Engineer turns contracts, client requirements, site conditions and user behaviour into a complete, evidence-based operating plan: site layout, zoning, access and traffic flow, customer journeys, controls, manpower positions and go-live requirements. The Engineer verifies that sites are set up as planned, manages all changes to the plan, and deputises for the Central Intelligence Lead.
Key Responsibilities
1. Requirements & Site Surveys
• Review RFPs, contracts and client requirements to confirm what is committed, optional, excluded or assumed.
• Survey sites: entrances, exits, gates, ramps, zones, payment points, valet, car wash and pick-up/drop-off areas.
• Measure occupancy, queues, entry/exit volumes and traffic and pedestrian flows.
• Prepare an evidence pack covering the site, nearby competition, market tariffs and comparable projects — based on measured data, not impressions.
2. Site & Operating Design
• Prepare site layouts, zoning and traffic-flow plans using AutoCAD or similar tools.
• Work out usable capacity, bottlenecks and how space is allocated to each user group, including shared vs allocated parking.
• Decide the location of gates, barriers, LPR, pay stations, validation points, valet stands and waiting areas.
• Balance revenue, control, efficiency and customer experience, and document the trade-offs.
3. Users & Customer Journey
• Identify user groups (e.g. employees, visitors, VIPs, contractors) and their needs, priority and parking behaviour.
• Design the end-to-end journey for each key user group: arrival, entry, parking or valet, payment, collection and exit.
• Prepare the signage and communication brief for the Wayfinding team.
4. Systems & Controls
• Define what systems must capture, control and report, working with IT/Rokket and COHUB.
• Identify where revenue or service can leak and design controls and exception rules to prevent it.
• Specify transaction-capture and reconciliation requirements with Finance and COHUB.
5. Backup Plans & SOPs
• Prepare Plan B for system, barrier, payment, LPR, network or power failure, staff shortage and full capacity.
• Define manual procedures: who records what, who authorises, how revenue is protected and how it is reconciled later.
• Draft site SOPs and exception procedures with Operations and COHUB.
6. Manpower & Go-Live Readiness
• Define required positions, shifts and productivity assumptions with Operations, HR and the Feasibility Analyst.
• Prepare go-live readiness checklists and deployment requirements for each function.
• Verify on site that the setup matches the approved plan, log gaps and track them to closure.
7. Change Control & Continuous Improvement
• Assess the full impact of any requested change (operations, cost, systems, training, client, signage) before it is approved.
• Keep one current, approved version of every plan with its change history.
• Use COHUB data, QA findings, Finance actuals and customer feedback to recommend improvements.
8. Deputy to the Lead
• Stand in for the Central Intelligence Lead in planning reviews and GM meetings when required.
• Lead planning projects end to end with minimal supervision.
• Review the work of the Feasibility Analyst for quality and consistency.
• Build templates, checklists and a lessons-learned library so planning gets faster with every project.
