Health Safety Environment Officer

Department People & Culture Function HSE Reports To (Solid Line) Corporate Services Specialist Reports To (Dotted Line) Country People Partnering & Operations lead Job Purpose The HSE Officer owns daily safety inspections and compliance monitoring for a Floward facility. The role validates every checklist item physically on the floor, identifies violations and acts on them immediately, and coordinates facility maintenance so safety defects are fixed at source. The Officer keeps the site compliant with Dubai Municipality, Civil Defence and other regulatory requirements, follows every observation and maintenance issue through to closure, and keeps the site ready for inspection at all times so fines are avoided. Key Responsibilities Daily Inspections & Floor Validation Run daily safety inspections across the facility, including hub, cold rooms, workshops, kitchen and offices. Validate every safety checklist item physically on the floor rather than relying on submitted checklists. Monitor compliance with site safety rules on every shift. Check fire systems, exits, electrical points, storage and PPE use. Report inspection results and trends to site leadership. Violations & Corrective Action Identify and record safety violations and unsafe conditions. Stop unsafe work and take immediate corrective action. Agree corrective actions and owners with the site team. Investigate minor incidents and near misses to root cause. Escalate serious or repeat violations promptly. Facility Maintenance Coordination Coordinate all facility maintenance activities for the site. Raise, prioritise and track maintenance tickets with vendors. Schedule preventive maintenance for fire, electrical and cold-room systems. Verify repairs on the floor before closing tickets. Keep maintenance and service records complete. Regulatory Compliance & Close-Out Keep the site compliant with Dubai Municipality, Civil Defence and other regulatory requirements. Keep permits, certificates and inspection records valid and on file. Prepare for and accompany authority inspections. Follow up every safety observation and maintenance issue until closure. Run toolbox talks and fire drills that address open findings. Qualifications & Experience Education Bachelor's degree or diploma in Occupational Health and Safety, Engineering or a related field. Experience 2 to 5 years in HSE in logistics, warehousing, facilities or food operations. Skills NEBOSH IGC required; Dubai Municipality OHS Person in Charge certificate (Services sector), or obtained within probation; Civil Defence fire safety; First Aid; Dubai Municipality food safety PIC or HACCP Level 2 an advantage.
