Senior Technical Engineer (Civil or Architecture) - Technical Proposals

Elegancia is hiring a Senior Technical Engineer to lead the technical development of complex tender submissions across civil infrastructure, buildings, architectural and fit-out works, landscape and water features, and industrial facilities. You will work across several Group business units and live tenders at once, turning tender requirements into project-specific, compliant, and commercially sound technical proposals. What you will do Review tender documents, scope, drawings, BOQs, and programmes, and identify gaps, discrepancies, and risks early Lead project-specific technical proposals, including methodology, construction execution, mobilisation, logistics, interface management, testing and handover, and risk registers Build construction sequencing, manpower, plant, and procurement plans aligned with the tender programme Review BOQ revisions and technical quantities, and support estimating with scope assumptions and exclusions Prepare clarifications, addenda responses, and BAFO/LAFO submissions with clear traceability Coordinate planning, BIM, procurement, estimating, QA/QC, HSE, and commercial teams, and review junior technical work before submission Build and improve proposal libraries, templates, and lessons learned What we are looking for Bachelor’s degree in Architecture, Civil Engineering, or a closely related discipline 8 to 12 years of relevant experience, including at least 4 to 6 years in technical proposals, tendering, preconstruction, design coordination, or construction planning Demonstrable experience preparing technical submissions for major construction packages Strong experience in at least two of: infrastructure and utilities, buildings and architecture, hospitality or high-end fit-out, industrial facilities, airports, landscape and water, data centres, or design-and-build Strong understanding of construction methodology, sequencing, constructability, and site logistics Advanced technical writing in English Ability to manage several simultaneous tenders with short and changing deadlines Preferred Professional registration, such as Registered Architect, Chartered Engineer, or Professional Engineer GCC or MENA experience, particularly in Qatar and Saudi Arabia Working knowledge of Revit, Navisworks, or other BIM platforms, and of Primavera P6 or MS Project Experience with Microsoft 365 and approved AI-assisted tools for document review and proposal drafting If you have led complex submissions, know how to turn a drawing set and BOQ into a winning method statement, and want your work to shape major projects across the region, we would like to hear from you.
