Identifies, assesses and responds to potential project development opportunities. Engages in networking, research and analysis to collect information that contributes to JRF’s ability to make strategic and informed decisions regarding new opportunities and position the organization given evolving trends in the development arena. Responsibilities: Identifies funding opportunities (e.g. RFPs) at the country and regional levels and ensures they are assessed based on the organizational needs, capacity, and vision to ensure fulfilling JRF’s mandate, strategic goals, initiatives, and funding priorities. Leads the entire proposal development process, in coordination and alignment with various departments and team members to ensure that proposals are written and submitted in a clear and concise manner within the specified deadline and donor’s guidelines. Supervisors and builds the capacity of the Program Development Senior Officer to develop competitive, timely, and high-quality concept notes and proposals. Ensures that templates and tools for proposal development are developed and utilized effectively during the proposal development process. Actively coordinates and participates in planning/status meetings to ensure proper adherence to good proposal management practices. Designs proposals/concept notes, in collaboration with technical teams, and is responsible for authoring all components of the proposal's/concept notes, such as objectives/outcomes/activities, context analysis, implementation approach and plan, executive summaries, organization capacity statements, and past experience. Preferably with experience drafting proposals and concept notes for international donors to ensure proposals are written and submitted in a clear and concise manner within the specified deadline and donor’s guidelines. Contributes to budget development and narrative, in collaboration with the budgeting and technical teams to ensure that the financial information submitted is clear, concise and in alignment with donor ‘s requirements (template, budget ceiling, etc.). Conducts research specifically in the fields of community empowerment, livelihood, child protection, and women and youth empowerment to ensure that the context information provided is relevant and up to date, as well as contributes to proposals and other documents needed. Prepares and conducts presentations, such as those highlighting the organization’s capacity and experience to ensure that the Jordan River Foundation’s programmatic interventions and priorities are presented well and in a comprehensive and detailed manner to donors and other relevant stakeholders. Support in creating institutional systems that provide improved methods of forecasting upcoming funding opportunities and developing Opportunity Assessment Plans at the country and regional levels to ensure continuous flow of relevant funding opportunities based on JRF’s mandate. Responsible for ensuring that the team is regularly informed about all function- or department-related Standard Operating Procedures (SOPs). Qualifications: Bachelor’s degree in social sciences, Business Administration, Marketing or any other related field. Master’s Degree is an asset. Excellent communication skills in both Arabic and English, including the ability to communicate effectively with stakeholders. 7– 10 years of experience. Knowledge of the international development donor landscape and proven track record of developing winning grant proposals in INGOs. Extensive knowledge of proposal and donor funding requirements and the ability to apply that knowledge in preparing project proposals. Strong project management techniques and tools. Effective written and verbal communication skills and the ability to apply those skills in project development, the negotiation process, and speeches/presentations while representing.
